Near-shore cables are “armored” in various ways, as anchors and so forth may bang into them, even drag them and damage them. In the abyssal depths they’re not well protected. iirc abyssal zone is, roughly, below 100 meters. Any organisation with the will to do so and a budget and a modicum of technical ability can ruin a cable. These days most submarines can operate at – 300 meters, some far deeper.
