A suitable EMP might well destroy the VLF and ULF transmitters and particularly the power supply to the transmitters. That might be a superior method, rather than using Poseidon, iiuc the Russians have a better ability to do this than their enemies. Of course the people of the world, those accustomed to steady electric supply and all that implies…like fuel and heat and food…would not do well…ahem…cough cough. In a short time these people, those lulled by constant propaganda especially, would constitute a self-destruct mechanism. Far more elegant than incinerating them – the outcome however would be somewhat similar. I very much doubt that any radio spectrum would be useful for several hours after a coordinated EMP – though several explosions would be necessary to kill the medium on a global scale.
