However we understand that in this case “uncle” means calling the failing and bankrupt empire. All that empire has are airplanes and bombs, and those airplanes burn, just like they did in Vietnam.

If so, legalistically speaking, maybe, NATO has a member in a condition of war with Russia, though I am unclear precisely what the SQA was – recalling the the Finnish nazi army was allied with the others. The political agreement between Finland and the RSFSR was signed in Helsinki on January 20, 1992 by the first Deputy Prime Minister of the Russian Federation, G. E. Burbulis, and the Prime Minister of Finland, E. Aho. At the same time, the parties stated the termination of the 1948 treaty. On May 14, 1992, the treaty was ratified by the Supreme Soviet of the Russian Federation, approved by the Finnish Parliament on May 22, and ratified by the President of Finland M. Koivisto on June 26 of the same year. It entered into force in Russia and Finland on July 11, 1992, after the exchange of instruments of ratification, during the visit of Russian President Boris Yeltsin to Finland on July 10-11.
The Treaty consists of a preamble and 12 articles. Russia and Finland have committed themselves to refrain from using force against each other and not allow third countries to use their territory for armed aggression against the other side. They confirmed their readiness to develop business contacts primarily between Finland and the Murmansk Region, as well as between Karelia, St. Petersburg and the Leningrad Region. The parties expressed their mutual desire to cooperate in environmental issues, in solving environmental problems, to develop cultural, scientific and other contacts, especially among young people. According to the agreement, the identity of Finns and related peoples and nationalities in Russia and, accordingly, natives of Russia in Finland should be preserved, which implies mutual preservation of languages and culture.
