Paper making these days requires steam, mostly to heat the drying phase of dryers, which takes place in a series of rollers driven by a rather complex gearing system – swivel joints feed steam axially in to the drum like rollers. It also requires uninterruptible electric power, as everything snarls if power is lost.
This means there’s usually a cogeneration power-plant. If you must have a boiler and electricity, it’s natural to use high pressure steam to run a turbo-generator and the lower pressure exhaust to run the dryers. That said, a very modern mill might use a gasturbine “turbogenerator” and heat recovery boiler. In either example the power plant is key. Ahem. 😉 In the case of a boiler, an explosion by ordnance may be expected to initiate a secondary explosion of steam, and a fuel-fire ensue. Power plants at mills usually have an excess of capacity and are paralleled to the local grid, into which it sells power profitably. The mill may use waste to partially fuel the steam plant. In basic paper making from wood that’s normal, as the liquid waste is flammable, albeit of a low heating value. Power plants are not trivial to repair… 😉

I was going to say, and so will, that I examined Mearsheimer some time ago, and decided he wasn’t worth paying attention to anymore, not that I ever bought into his line. My “spook-detector” was alarming most loudly. Rang like a lead bell.
