Political Report of the Central Committee of the Communist Party of the Russian Federation to the 19th Party Congress
Report by Gennady Zyuganov, Chairman of the Central Committee of the Communist Party of the Russian FederationDear comrades, delegates, and guests of the 19th Congress of the Communist Party of the Russian Federation!
The time has come for the reporting and election congress of our party. The main party forum is always a turning point. Setting the goals for the new stage of our just and courageous struggle means that we need to carefully analyze what is happening and see the horizons for moving forward. This is especially important because our congress is taking place in the midst of a war of total annihilation that the Anglo-Saxons and NATO have declared against the Russian world.
There is no better destiny than serving the interests of the working people. This is true in any era. But we live in the 21st century, and it will decide a great deal in the historical dispute between capitalism and socialism. This dispute was initiated by the Great October Revolution.
One of the fundamental ideas of Marxism-Leninism is that capitalism is a system that generates devastating crises. In the last century, two systemic crises of capitalism led to world wars. These wars resulted in the deaths of over 80 million people. By the beginning of this century, the thesis of the crisis of capitalism had been repeatedly ridiculed by right-wing forces of all colors and shades. However, today it has become an obvious reality.and after many worthwhile matters…
The Congress of the Communist Party of the Russian Federation decides:
1. To recognize the work of the Central Committee of the Communist Party of the Russian Federation as satisfactory for the reporting period.
2. To support the assessments, conclusions, and generalizations contained in the Political Report of the Central Committee to the Congress of the Communist Party of the Russian Federation. To be guided by them in everyday activities. To place the struggle for the socialist transformation of society and the unconditional victory over Nazism and Banderism at the center of party work.
3. To approve the resolutions of the 19th Congress of the Communist Party of the Russian Federation:
– “On Restoring the Fullness of Historical Justice in Relation to Joseph Vissarionovich Stalin”;
– “Renewing the government through elections is a guarantee that the country will respond to challenges and threats”;
– “Russophobia and anti-Sovietism are enemies of creation, justice, and Russia’s future”;
– “Russian pensioners deserve a decent life”;
– “Russian youth is the future of a great country!”.
4. The Communist Party’s committees at all levels should persistently explain the futility of the capitalist world order. They should also intensify their efforts to promote socialism, its historical achievements, and values. To demonstrate that this is the only way for Russia to reach the frontiers of socio-economic and scientific-technical progress, stop the extinction of its people, and guarantee national security.
5. The branches of the Communist Party of the Russian Federation and all communists should intensify their activities to promote the Victory Program. Party factions in representative bodies of government and local self-government should persistently seek to legislate its provisions.
6. The Presidium of the Central Committee of the Communist Party of the Russian Federation and party committees at all levels should intensify their efforts to combat the propaganda of anti-Sovietism and Russophobia, and firmly defend the historical memory of the peoples of Russia. They should also seek to legislate penalties for anti-Soviet activities and attempts to rehabilitate and glorify collaborators. To intensify efforts to explain the fact that anti-Sovietism and patriotism are fundamentally incompatible, and that anti-Sovietism has become a pronounced form of Russophobia.
7. To continue the relentless struggle to restore the full historical truth about the Soviet era. To actively oppose neoliberal and conservative-monarchist interpretations that distort the history of our country. To demonstrate how to solve Russia’s current economic and social challenges using socialist methods. To promote the assessments and conclusions of the Oryol Economic Forum, as well as the experience of the Communist Party’s people’s enterprises and Communist leaders of government bodies.
8. The Presidium and the Secretariat of the Central Committee of the Communist Party of the Russian Federation, as well as the committees of the regional and local branches of the party, should improve their style and methods of work in accordance with the Leninist norms of party life. They should intensify their efforts to implement the decision of the 18th Congress of the Communist Party of the Russian Federation to double the number of party members. They should also pay close attention to the formation and training of party cadres, as well as their ideological conviction and principles.
9. The committees of the Communist Party of the Russian Federation at all levels should actively expand the forms and methods of working with young people. Carry out systematic work to strengthen the institution of family, motherhood and childhood, and overcome the demographic crisis. Pay special attention to the formation of the historical consciousness of the younger generation, promotion of the values of socialism, patriotism and friendship of peoples. Strive to teach history and other subjects without anti-communist distortions. Continue promoting the program ” Education for all!”
The Presidium of the Central Committee of the Communist Party of the Russian Federation should prepare and hold an All-Russian Social and Educational Forum.
10. The Central Committee of the Communist Party of the Russian Federation and the party branch committees should consistently strengthen their ideological work. Pay close attention to the ideological and theoretical training of communists and the formation of a solid Marxist-Leninist worldview. Develop the system of party training in the field.
Continue the development and implementation of new educational programs within the framework of the Center for Political Studies of the Central Committee of the Communist Party of the Russian Federation.
11. The Presidium of the Central Committee of the Communist Party of the Russian Federation and party committees at all levels should increase the effectiveness of agitation, propaganda and counter-propaganda. Provide systematic support to the party’s media outlets. Increase subscriptions to the newspapers Pravda and Sovetskaya Rossiya. Expand the subscriber base of the Krasnaya Liniya TV channel. Strengthen efforts on the Internet and social media. Develop and utilize artificial intelligence mechanisms and the latest information technologies.
12. The Central Committee of the Communist Party of the Russian Federation shall ensure the party’s continued active participation in the international communist and workers’ movement. It shall develop cooperation with fraternal parties in uniting efforts to combat imperialism, neo-fascism, and reaction in the struggle for peace, friendship among nations, and the socialist transformation of society.
13. The Presidium of the Central Committee of the Communist Party of the Russian Federation and the committees of the regional branches of the party shall implement necessary measures to control the collection of party contributions and the expenditure of financial resources. It shall continue to strengthen the material and technical base of the Communist Party of the Russian Federation and ensure its effective use.
14. The Central Committee of the Communist Party of the Russian Federation shall be responsible for monitoring the implementation of this Resolution.and ends…
XIX Congress of the Communist Party considers it necessary:
• to evaluate Nikita Khrushchev’s report “On the Cult of Personality and Its Consequences” as erroneous and politically biased at a closed session of the delegates of the 20th Congress of the Communist Party of the Soviet Union on February 25, 1956. The text of the report contains falsified facts and false accusations against I.V. Stalin, distorting the truth about his state and party activities;
• recognize the resolutions and decrees of the 22nd Congress of the Communist Party of the Soviet Union as destructive and causing great harm to the socialist construction in the USSR and the global communist movement, in terms of their assessments of Stalin’s role and place in the history of the party and the country;
• appeal to the President of the Russian Federation, Vladimir Putin, to restore the city of Volgograd and the Volgograd Region to their heroic names of Stalingrad and the Stalingrad Region. The decisions to rename them were unjustified. They do not meet the interests of preserving historical memory and fulfilling Russia’s strategic objectives of defeating neo-Nazism, protecting sovereignty, and ensuring national security.
• The Communist Party’s committees at all levels and its information services should actively use the assessments in this resolution when covering current topics of ideological struggle. To develop and implement an appropriate training course in the system of party and political education;
• to continue the work on perpetuating the memory of I.V. Stalin, researching and promoting his theoretical and practical legacy, and its actualization in the activities of the Communist Party of the Russian Federation and the left-patriotic forces at the current stage.ENDE
