Ah! Well, the missive appears to me to be a proffer from a legalistically inclined Government. And, I expect, our Russian brothers know of rumblings amongst the people in zone 404 to the effect that the proffer is welcome, and helpful.

As to “already killed”, some might opine that the organizing principles giving birth to the thing we call 404 contained “genetic” pathological defects that made it certain to die young.
