They control the key parts of Yemen that concern them — their core Zaidi highlands in the north, the capital, most of the agricultural lands, and 85% of the total population of almost 40M. Yemen has always been divided so. Into fractious tribes always at war with each other. And usually effective in holding their own areas. Yemenis are effective in checking other Yemenis. So they haven’t expanded to take all, since (1) that was not their mission, (2) they achieved the mission to regain and control key areas and keep sovereignty against NATO-GCC enemies. Why waste energy where not needed, and where would be seen as unwanted occupier under permanent guerrilla war attrition? So the only way Yemen reunifies is willingly amongst a consensus of all tribes. And this has been so rare in human history that entire prophecies are built around it! And signs of the End Times.

Syria has a similarly misleading map.. NATO’s hordes from US-ISIS-Turks-Kurds control almost 1/3 of Syria. But the Syrian Arab Army and government control the determinative core around Damascus and large population centers. That took a lot of energy, work, and time. If they had been alone, they would need many more years to regain the manpower, energy, finances, industrial output to match the combined West in evicting their occupiers and re-unify Syria. But the ongoing regional war will speed this up now.

Yemen is very different. Tribal, not a nation-state like Syria. Different template. Houthis are unlikely to spread south into non-native lands.
