The Russians have provided comments on the U.S. 28-point “peace plan”. How are we to interpret this?One way is to recall Chris Matthews’ Hardball (by the way, that’s the paperback title; the original hardback was indeed called Hardball: How Politics Is Played, Told by One Who Knows the Game) when analysing Putin’s response peace proposal.
Putin’s approach is classic Matthews: “Agree with your opponent quickly… on the big picture” while you strangle the specifics to death. In the book he calls variations of this “hug your enemies close,” “always concede on principle, fight on detail,” or simply “say yes and mean no.” Lyndon Johnson, Tip O’Neill, and Reagan all used it routinely.
Putin’s public and quasi-public reactions to the American plan fit this playbook almost perfectly:
- The warm headline statement: Kremlin spokesmen and Putin himself (in the November 13–17 window) repeatedly said things like:
- “The American proposals contain points that could form the basis for further discussion.”
- “Russia has always been open to serious negotiations.”
- “We note the constructive approach of the new U.S. administration.”
- That is the “yes in principle” part. It sounds conciliatory, buys a modicum of goodwill in Western press commentary, and keeps the global south in place (Russia appears reasonable), and boxes the Trump team into believing Moscow is open to engagement.
- The fine print: Almost simultaneously, Russian officials (Lavrov, Peskov, Medvedev and Putin in off-the-record leaks) began layering on conditions that are designed to be unacceptable or endlessly negotiable:
- Ukraine must begin immediate withdrawal from the four annexed regions (including areas Kyiv still holds).
- Any ceasefire must be preceded by recognition of “new territorial realities” (i.e., Russian annexation).
- NATO must give written guarantees of permanent Ukrainian non-accession before talks even start.
- Lifting of all Western sanctions as a precondition.
- Demilitarisation zones that are 100–300km deep inside current Ukrainian-controlled territory, etc.
- These are not opening bids; they are poison pills. They turn the U.S. plan from a 30-day ceasefire leading to broader talks into a demand for immediate surrender.
- The procedural kill: Moscow also insisted that any real negotiations must take place in a format that includes China, India, Brazil, etc. (i.e., dilute Western leverage) or, alternatively, revert to the long-dead Istanbul format from March 2022 that Russia already walked away from. This is pure delay-and-defer.
So yes, Putin is executing a nearly textbook Hardball maneuver: embrace the proposal rhetorically (“it lays foundations…”) while eviscerating it operationally. It keeps the Trump administration hopeful that a deal is still possible, costs Russia nothing in the short term, and buys time for the winter campaign or for European resolve to crack further.
Matthews would recognise the move instantly and probably grin: “That’s how you play the game, kid.”
The so-called peace plan is symptomatic of a western power trying to find a way to retreat gracefully; to lose without humiliation. I will provide more details on this in the near future.
