It’s known that Russia is undergoing a review of its nuclear doctrine. What many people don’t realize is how broad that change will be and the implications.

In practice, now nuclear weapons will be used in the case of non-nuclear threats against Russia or Russian assets and also against countries that support such threats.

An example is the “deep strikes” inside Russia that Zelensky requires, and some countries like the UK and France argue for. Well, the new doctrine will allow the use of nuclear weapons against UK and French assets in case such strikes are approved because French or British personnel would have to operate the missiles.

The doctrine, in principle, will also allow strikes on many countries with NATO bases because ISR assets directing such strikes would take off from the bases.

In a recent version of the Duran, Sergey Karaganov, one of the people advising Putin on the new nuclear doctrine, made this point. He gave a historical example of a non-nuclear threshold for a nuclear war, an episode during the Vietnam War: the US was considering attacking the Soviet ships carrying weapons to Haiphong. The Soviets made it clear that such attacks would be answered with nuclear strikes on US forces, and Washington relented.

Sergey Karaganov argued that, at this time, Russia should make use of nuclear threats and act on them if not satisfied by attacking NATO countries to restore a nuclear deterrent that has been lost. He favors starting explosive nuclear tests as a way to make the threats more credible.

I think that on the Duran, Alexander Mercouris did not quite understand the seriousness of the threats. Still, I got the impression that Sergey Karaganov was actually threatening a nuclear attack on NATO/EU if the war in Ukraine didn’t stop quickly and the EU policies didn’t change.

The appearance of at least one Russian expert advocating nuclear attacks in Europe is the beginning of a Russian campaign to restore nuclear deterrence and has to be taken seriously.

This is my conclusion from my article I wrote about the terror attacks on Lebanon. I wrote that Netanyahu launched this [pager] attack prematurely on Hezbollah and Lebanon, giving the resistance time to recoup and not establishing the deterrence he’d hoped for. A lot of Israel’s strikes, whether decapitation strikes or terror attacks like the one in Lebanon, are purely symbolic wins for him. Imagine how effective his ground incursion into Lebanon would be if he executed it right now, sweeping the IOF in—even if it meant occupying kilometers across the border without necessarily reaching the city. He would certainly have most, if not all, of his Merkava tanks intact; the IOF wouldn’t be dropping like flies at the current rate—that’s for sure.
