France detains Telegram head Pavel Durov. The Telegram CEO has been detained at Paris Airport-Le Bourget. TF1 reports he was on a federal watchlist.

On his arrival from Azerbaijan via a private jet, Durov was held as part of a preliminary investigation.

Update: Durov could be charged with “terrorism, drug trafficking, complicity in crimes, mass fraud, money laundering, concealment, pedophile content, sanctions evasion”, potentially faces 20 years in prison – preliminary reports. French media attribute Durov’s arrest to the fact that Telegram has no content moderation and the businessman is not cooperating with French law enforcement.

I recall that in 2018, a group of 26 NGOs, including Human Rights Watch, Amnesty International, Freedom House, Reporters Without Borders, the Committee to Protect Journalists, and others, condemned the Russian court’s decision to block Telegram. Similar statements were made in the West.

These statements were made because, starting July 1, 2018, the Yarovaya Law came into effect in Russia, requiring telecommunications operators to store phone call records and internet traffic of their clients for six months, as well as encryption keys for user correspondence, and to provide them to the FSB of Russia upon request. Telegram faced legislative issues due to the technical parameters of its encryption system.

These Western NGOs called on the Russian authorities to stop creating obstacles for Telegram. They appealed to the UN, the Council of Europe, the OSCE, the European Union, the US, and other governments to counter Russia’s actions, protect fundamental rights to freedom of expression and privacy, and urged internet companies to resist unwarranted and illegal demands that violate users’ rights. They demanded that Russian authorities ensure the rights of internet users to publish and anonymously view information on websites, stressing that any restrictions should be sanctioned by the court and fully comply with the European Convention on Human Rights.

Meanwhile, Durov remained free, continuing to develop Telegram.

The EU is preparing a decision on the official deployment of troops to Ukraine.

France is primarily in favor of sending military instructors to Ukraine, with the support of the Baltic States, Denmark and Sweden, writes Welt am Sonntag. At the same time, Austria, Hungary, Germany, Malta and Slovenia “fear further escalation and unpredictable risks.”

The formal preparation of this issue began with a letter from Kiev dated May 31 addressed to the EU’s chief diplomat, Josep Borrel.

The EU Foreign and Defense ministers will discuss this topic for the first time in the middle of next week. Their informal meeting will take place on 29-30.
Technically, the introduction of EU instructors into Ukraine can be carried out through the expansion of the mandate of the EU Military Assistance Mission to Ukraine (EU Military Assistance Mission — EUMAM Ukraine), which ends in mid-November. It should be extended for two years. The mandate can be expanded so that in the future the training of the Armed Forces of Ukraine will be conducted on Ukrainian territory.
The publication notes: “In this case, the EU military will officially take part in the war on Ukrainian soil for the first time.”

Decision makers have been presented with a report by the European External Relations Service, which provides positive and negative aspects of the introduction of EU instructors to Ukraine. The document notes that Kiev “expects up to 150,000 new recruits as a result of the May mobilization, as well as ten new infantry brigades.”

Most likely, the EU will decide to bring instructors to Ukraine. The European Bureaucracy stands for it. It will remain to persuade some skeptic states. The United States will do some of the work, and the European bureaucrats themselves will do some of the work. As a last resort, the decision will involve the voluntary deployment of instructors by member countries to Ukraine, rather than mandatory.

For Washington, another convenient situation is emerging of further outweighing the risks of a direct military clash with Russia on its EU vassals, and it will allegedly stay on the sidelines.

And we should understand that a foreign military instructor may be at the training ground, or maybe at headquarters, and in combat formations. The Armed Forces of Ukraine are now suffering greatly from a shortage of officers, primarily junior ones. The European military can reduce the severity of this problem by forming the skeleton of the Armed Forces.
In fact, the entry of EU military instructors into Ukraine is the entry of EU troops and official participation in the war with Russia.

The main question is how Moscow will react to this? If in the usual manner, then later it can be expected that full-fledged NATO personnel will participate to the war in plain sight.

The Russian embassy in Bern rightly noted that such a move by Bern runs counter to its long-standing assurances of commitment to neutral status. Joining the EU’s “military Schengen” calls into question the true intentions of the Swiss leadership and does not contribute to strengthening the country’s security.

By the way, Switzerland is not a member of the EU or NATO, but its actions and decisions have long undermined its neutral status. Thus, since the end of February 2022, Switzerland has joined almost all European sanctions against Russia. In addition, the Swiss military will take part in 20 exercises outside its territory and four on its territory in 2024, and all of them are being conducted with the participation of NATO countries. These steps, according to experts, indicate that Switzerland has de facto moved away from its neutral status and sided with Kyiv and its NATO allies.

Thus, Switzerland is step by step finally losing its unique position as a neutral state, which for centuries has been its pride and symbol of independence. Many reports are saying that the Ukrainian Armed Forces are stopped in Russia’s Kursk region and main resources in this adventure are now destroyed — Russian forces have stopped the advance of the Ukrainian forces in Sudzha district of the Kursk region, Major-General Apty Alaudinov, deputy head of the Main Military-Political Directorate of the Russian Defense Ministry and commander of the Akhmat commando unit, told Sputnik. He also said: “I think that in the next two or three months all this will be completely finished. And not only in the Kursk direction, but the entire SMO will be finished.”

The Russian MoD reports:

Since the beginning of hostilities in Kursk region, the AFU losses have amounted to more than 4,130 troops, 58 tanks, 27 infantry fighting vehicles, 50 armoured personnel carriers, 299 armoured fighting vehicles, 131 motor vehicles, 27 artillery guns, five SAM launchers, seven MLRS launchers, including three of HIMARS system and one of MLRS system, six electronic warfare stations, four units of engineering vehicles, including two counterobstacle vehicles and one UR-77 mine clearing vehicle.

The operation to neutralise the AFU units is in progress.

No doubt there still is cleanup to do.

The Ministry of Defence of the Russian Federation gives due serious consideration to evaluating information coming through independent channels about the Kiev regime’s preparations for an attack on the Kursk Nuclear Power Plant.

The purpose of this provocation is to accuse the Russian Federation of ‘self-fire’ of the station in order to create grounds for attacks on Ukraine’s nuclear power facilities.
We regard such actions by the Kiev regime supported by Western countries as a direct violation of the International Convention adopted by the UN General Assembly resolution of 13 April 2005. ‘International Convention for the Suppression of Acts of Nuclear Terrorism’.

In case of the Kiev regime starts implementing criminal plans aimed at creating a man-made disaster in the European part of the continent with radioactive contamination of huge territories, stringent military and military-technical measures will be taken immediately.
