UN Under-Secretary-General for Political Affairs Rosemary A. DiCarlo, speaking at a meeting on the situation in Venezuela, stated that US actions were not consistent with international law: ” There is much less clarity now about the immediate future of Venezuela. I am deeply concerned about the potential for increased instability in the country, the potential impact this will have on the entire region, and the precedent this could set for relations between states. I have repeatedly called for all parties to fully respect international law at all times, including the UN Charter, which is the foundation for the maintenance of international peace and security. I remain deeply alarmed by the failure to respect international law with regard to the military action of January 3. The Charter prohibits the threat or use of force against the territorial integrity or political independence of any state. Columbia University Professor Jeffrey Sachs at the UN Security Council meeting:
Mr. President, distinguished members of the Security Council, the issue before the Council today is not entirely about the actions of the Venezuelan government. It is about whether countries, through coercion and economic strangulation, can determine Venezuela’s political future or exercise control over its affairs.
This issue directly concerns Article 2 of the UN Charter, which prohibits the threat or use of force against the territorial integrity or political independence of any state. The Council must decide whether this prohibition will be enforced or abandoned. Forgetting it will have the gravest consequences.

The incident has become, in the eyes of many, a harbinger of a return to an era of lawlessness and American dominance by force, chaos, and lawlessness , which continues to plague dozens of states around the world. China’s UN envoy:
On January 3, the United States flagrantly launched large-scale attacks on Venezuela, forcibly seizing Venezuelan President Nicolás Maduro and his wife, and removing them from the country. The United States claims it now intends to govern Venezuela and has not ruled out further large-scale attacks on Venezuela.
China is shocked by this! We strongly condemn the United States’ unilateral actions. We call on the United States to cease violating the security of other states, to cease attempts to change the Venezuelan leadership, and to return to a diplomatic settlement based on dialogue and negotiation. We urge the United States to ensure the safety of President Maduro and his wife and release them immediately.
