    • weighing 0.5 carats or more (if they were outside Russia before September 1, 2024).

    After these dates, diamonds must not be exported or re-exported from Russia.

    Sanctions on the import of non-industrial diamonds of Russian origin were introduced in February 2023. The ban came into effect on March 1, 2024.

    I do hope it is NOT ISR for the approaching pirates. That would be a bummer and indicate Lula fully sold out. And that Venezuela has a serious fight coming against a neighboring land power.     Bushehr is a Russian-built and Russian-fuelled plant. The fuel cycle (supply and removal of spent fuel) is managed through Moscow. By keeping IAEA inspectors at Bushehr, Iran avoids creating friction with Russia, its strategic ally, especially after Moscow invested billions in the project.

    Russia also uses this arrangement as a guarantee that its nuclear technology isn’t misused. For Iran, maintaining Russian trust is essential, given Moscow’s role as a diplomatic shield at the UN Security Council.

    By granting limited inspections at Bushehr, Iran can argue it has not fully severed ties with the IAEA. This allows Tehran to avoid being accused of total non-compliance with the NPT, which could trigger harsher sanctions or legal action.

    It is a way of saying: we are still a member of the system, but only on our terms.

    Restricting inspections at all other sites creates leverage in future negotiations. Tehran is signaling that if the West wants broader access, it will have to concede politically — whether on sanctions relief, recognition of Iran’s regional influence, or security guarantees.

    Bushehr becomes the “token of cooperation” while everything else remains off-limits until Washington or the IAEA make concessions.

    Domestic narrative

    Inside Iran, keeping Bushehr open reinforces the message that the programme is peaceful and tied to national development (electricity, energy security). Meanwhile, blocking inspections elsewhere strengthens the claim of sovereignty and resistance to Western interference.

    So, it’s not just Russian pressure — it’s a strategic calculation: keep Moscow onside, maintain a fig leaf of IAEA cooperation, and use the rest of the programme as a bargaining chip
