    I do not see him as an outlier. Much more polished, and consistent within narrow windows, and stickler to the old rules, now trashed beyond repair. His fundamental bitterness and argument is with the current incompetent generation deep-sixing his efforts and work of a near century.

    Art 110 (2), If suspicion remains it may proceed with further inspection.

    Since SKIPPER was proven to be stateless, and the ship had an arrest warrant issued by a federal court, the ship set sail to a US port – Houston, TX.

    But if Will can explain how it is permissible to allow a stateless ship, with no insurance, or inspection since 2019, can sail on the world’s oceans and not be subject to any inspection or seizure, I would love to know his legal referenced for this.
