      Even after Iraq regained formal sovereignty in June 2004, this system was maintained. The Central Bank of Iraq still uses the FRBNY account for its oil proceeds, which are then auctioned domestically to provide dollars for Iraq’s import-heavy economy. This arrangement has given the U.S. enormous leverage. Washington can stop or delay transfers, impose stricter compliance checks, or restrict dollar auctions—as it has done repeatedly, most recently in 2022–2023, when U.S. Treasury measures twisted Iraq’s arms by limiting Iraq’s dollar liquidity, causing the dinar to depreciate and bringing Iraq back under the US thumb.

      For example, while our armed forces were fighting on the battlefield, the Ministry of Defense was also under attack. Bank Sepah faced a major cyberattack between the 23rd and 30th of the [Iranian] month—the very period when salaries had to be paid.

      Soldiers at the front and retirees at home needed their wages, but payments were blocked. Families needed to survive, but access to their accounts was cut off. Under these conditions, the Ministry of Defense intervened with measures I won’t detail here, but they neutralized the effects of the cyberattack.

      Throughout those 12 days, we ensured full logistical and supply support: food, essentials, and all material needs of the armed forces and their families were provided without interruption.

      Despite missile strikes targeting our residential complexes, my own office, and other infrastructure, production continued. Not once did weapons deliveries or logistical supplies stop—not for a second.

      This is part of the Ministry of Defense’s mission: It is not only a defense industry but also tied to the economic sector. In fact, you could say it functions almost like a government on its own.

      We oversee nearly 60 civilian and non-defense industries through the Armed Forces Pension Fund, which uses them to pay pensions. It is, therefore, a vast ministry with a wide range of industries and responsibilities.

      That’s why continuing the war would have been to their disadvantage, and why they ultimately requested a ceasefire.

      An Amphibious Ready Group can, if it is unopposed, and over the course of several hours, insert about 1500 lightly armed Marines into a limited theater of operations.

      Venezuela is not North Korea or Iran, but they could still overwhelm an understrength light infantry brigade with sheer numbers.

      The Marines would have highly vulnerable supply vectors, whereas Venezuela would have interior logistics at every point. They could almost certainly muster at least 15,000 reasonably well-trained and well-armed mobile troops to face a dismounted infantry assault with no meaningful backup.

      Of course, people will immediately reply, “But US air power would beat them into submission in a matter of hours!”

      Sure, sure.

      An ARG can field, at most, a half-dozen antiquated Harriers, and a bunch of lumberingly slow rotary aircraft.

      They would probably lose a couple V-22s to mechanical issues on their first sortie.

      I would certainly not make the calculation that Venezuela does not have an inventory of at least 1000 MANPADs, many of them more capable than the antiquated US Stinger.

      And, as I recall, they have long had a couple S-300VM battalions — maybe a dozen launchers, although I can’t say to what degree they are operational.

      I do know the Russians have paid a lot of visits to Venezuela in the past year or two. Likewise the Chinese.

      When you look at TLAM Tomahawk production it has been reduced from over 200 annually (2015/16) to less than 22 per annum. The defense industrial base can’t simply idle mass production means and then flip a switch and restart lines of production without huge scalability problems that will take months if not years to remedy.

      No service is doing the right thing and there is such a strategic deficit disorder in the Pentagon and the Joint planning and acquisition organizations are simply not paying attention to the changing peer conflict space.

      Is it possible the classified aspects and projections are better? I doubt it.

      The Navy is emblematic of the poor thinking, rake stomping and bad planning:
