U.S. Secretary of State Marco Rubio has a tense and confrontational relationship with Brazil’s left-wing government under President Luiz Inácio Lula da Silva. Rubio has criticized Lula for pursuing radical left-wing policies, aligning with BRICS, and supporting authoritarian regimes like Cuba and Venezuela, while imposing 25% tariffs on several Brazilian goods.

That is all Brazil’s choice and not Marco Rubio’s choice.

Tariffs and Trade Conflict: The U.S. administration announced 25% tariffs on various Brazilian imports, with Rubio blaming Lula’s “ego” and lack of good-faith economic negotiations for the penalties.

Ideological Clashes: Rubio explicitly grouped Brazil alongside regional exceptions like Cuba, Nicaragua, and Venezuela that oppose U.S. interests, contrasting them with other aligned Latin American nations.

Brazil’s Retaliation: Brazilian Foreign Minister Mauro Vieira slammed Rubio’s rhetoric as crude, arrogant, and offensive to the Brazilian state, while President Lula accused Rubio of derailing diplomatic progress made directly with U.S. President Donald Trump.

Past Sanctions: Relations were previously strained when Rubio backed visa revocations targeting Brazilian Supreme Court figures over legal proceedings involving former right-wing President Jair Bolsonaro.

In response, Lula has publicly labeled Rubio a “mortal enemy” of Latin America and a “bolsonarista” working against bilateral cooperation.
