Thousands of migrants stormed the Spanish enclave of Ceuta after the country’s Supreme Court gutted its “hot deportation” policy.
A week ago, the court barred Spain from immediately returning to Morocco migrants intercepted at sea while swimming toward Ceuta or Melilla — ruling that summary deportation can only apply to those crossing physical barriers like the border fence. Drones, cameras, thermal sensors, and other surveillance tools don’t count as “barriers” under the ruling.
The case involved an Algerian national intercepted at sea in November 2024 and handed straight to Moroccan authorities — no legal process, no lawyer, no chance to request asylum.
Migrants caught at sea can still be deported — but only after going through the standard legal procedure now, which takes far longer.
The numbers exploded almost immediately after the ruling went public. What started as roughly 100 arrivals a day turned into thousands crossing the border within hours on July 30 — the worst crisis Ceuta has seen since 2021.
Madrid isn’t denying the connection. The Interior Ministry says smuggling networks spread word of the court’s decision specifically to push migrants toward Ceuta.
It is organized. Trucks and transport move the migrants to the nearest beach to swim the shortest distance, and on the other side, trucks and transport wait to transport them further.

Benjamin Netanyahu and his son, Yair Netanyahu, have been calling for an invasion of Spain’s cities of Ceuta and Melilla by “Arabs and Muslims” since at least 2019.
Netanyahu’s son wrote: “Dear Arabs and Muslims: Want to free occupied Arab Islamic lands? Here’s a good start!”
Earlier this year, Netanyahu stated that Spain had decided to stand up against Israel and that he would make an example of the country.
“I do not intend to allow any country to wage a diplomatic war against us without paying an immediate price.”
