Marco Rubio lies outright in Jamaica.  I have posted pieces on the US fighting the Cuban medical program that provides medical doctors and other health care specialists and support personnel to less advantaged countries or countries in need of additional medical support.  Here is one:  Egregious pressure on Cuba and Caricom states

So Rubio, in Jamaica says the US has no problem with medical support or with doctors, but the Cuban doctors are suddenly called out to be forced labor because they don’t get paid.  (This is by Cuba and this is the same old story that they used in Xinjian, China – nothing is new as the US continuance of governance is in our faces).   Of course the countries where they are deployed to, pays them and it is sometimes a stipend.  The Jamaican leader commented at the press conference that the doctors in Jamaica are treated within all the laws, both Jamaican and international.  These programs where education has to be ‘paid’ for is common in the Latin Americas as the cost of education is low.  Teachers in certain countries have to pay back by working in small and underserved rural schools for a year or two.

⚡️Over the past 24 hours, the Kiev regime continued launching attacks on the Russian energy infrastructure with the use of UAVs of various types as well as HIMARS multiple-launch rocket systems.

▫️On 28 March at around 10:20, the Kiev regime inflicted a strike using, according to preliminary information, HIMARS MLRS projectiles against the Sudzha gas metering station, which caused a heavy fire and actually destroyed the power facility.

▫️In addition, on the morning of 28 March, Russian air defence facilities in Saratov region shot down and intercepted 19 Ukrainian fixed-wing attack UAVs which were targeting the Saratov petroleum refinery infrastructure.

▫️Moreover, on 27 March at around 15:00, in Belgorod region, as a result of targeted artillery shelling on a facility of the Belgorodenergo (Rosseti Centre’s branch), there was a power cut in Shebekinsky District.

❗️Thus, all the publicly declared commitments of the Kiev regime on allegedly ceasing deliberate attacks on the Russian civilian energy infrastructure are Zelensky’s another ploy to prevent the AFU front from collapsing and to restore its military potential with the help of European ‘allies’.

Despite official statements of the Kiev regime about the claimed cessation of strikes at objects of Russian power infrastructure, over the past 24 hours the AFU continued attacking these facilities.

▫️ On 26 March around 17:00, in Bryansk region, as a result of the attack at the object of the Bryanskenergo (Rosseti Centre) a 10 kV high-voltage line was disconnected, and power supply to consumers in the Klimovsky District was interrupted.

▫️ Also, at about 17:00, Russian air defence units shot down a Ukrainian fixed-wing attack UAV over the territory of Crimea in the area of Cape Tarkhankut, which was targeting the ground equipment of the Glebovskoye underground gas storage facility.

▫️ In addition, on 27 March, a complete transformer substation in Bryansk Region was put out of operation at around 07:00 as a result of targeted artillery shelling at a facility of the Bryanskenergo (Rosseti Centre).

Dalicious Leak!  One little tidbit:  Quote from U.S. Secretary of State, Pete Hegseth: ‘Nobody knows who the Houthis are, so we need to focus on saying 1. Biden failed, 2. On the night of 26 March 2025, near the Tarkhankut Peninsula, two Ukrainian strike UAVs were shot down by on-duty air defence systems. The drones were targeting the ground-based equipment of the Glebovskoye underground gas storage facility.

Moreover, on 26 March at around 4:45 in the morning, in Bryansk region, the hostile UAVs attacked an object of the Bryanskenergo (Rosseti Centre). As a result of the attack, a 10kV high-voltage electric power transmission stopped working and consumers in Komarichsky District were left without electricity.

Moreover, on the afternoon of 25 March, the Ukrainian strike drones attacked an energy facility of the Kurskenergo (Rosseti Centre). Thus, a number of substation shut down, and over 4,000 consumers in Khomutovsky District were cut off power supply.

❗️Thus, the Kiev regime, while continuing to damage the Russian civilian energy infrastructure, is actually doing everything it can to thwart the agreements reached by the Russian Federation and the United States on step-by-step measures to resolve the Ukrainian conflict.

As I said, Kiev/Zelenki is rolling the US negotiators. The issue to pay attention to is whether they know it or not; whether they commit to a stance, knowing full well that it is disingenuous.  That would be the pattern that we all know, so I cannot but think that it is disingenuous, and designed this way.  I believe they want a bigger war.  As they say, prove me wrong.

Now we hear: A joint statement on the results of the Russia-US consultations in Riyadh was not adopted due to Ukraine’s position – This was stated by the first deputy chairman of the Federation Council’s defence and security committee, Vladimir Chizhov.

What this means is that Ukraine is rolling the US negotiators.

There is no word yet about the negotiations yesterday, but we heard that a joint statement will be forthcoming.

Only based on Peskov’s comments, and the cold silence from the Russian side, as well as the silence from the US side who always but always leaks to their own benefit, my early calculus is that the US walked into a brick wall. The silence from the US side is in stark contrast with Trump’s bellowing yesterday that they are on the point of a ceasefire and that the signing of a rare earth mineral agreement with Ukraine is imminent.

Remaining now is simply waiting, as perhaps Russia is waiting for the other side to unravel.

Peskov keeps saying that the content of the negotiations will not be published as these were ‘technical’ negotiations. Today, media statements noted that the US negotiation team would meet with Ukraine. Given only what we see today, with much ‘reading between the lines’, it looks like there is a deadlock on some issues, at least, or the US delegation wanted to discuss issues outside of the confines set for the day.

There are no reports of militant counterattacks on the territory of the former Ukraine. In the Kursk direction, one enemy counterattack was announced.

You may remember that during the Trump / Putin phone call, I continually questioned the issue of ‘energy infrastructure’ and ‘energy and infrastructure.’ In these kinds of high-stakes negotiations, the simple word ‘and’ makes a world of difference.
