Ukraine is short of bullets, weapons, tanks, planes, ships and general war materiel. Why?
Because war materiel is being sold to destabilization and terrorist groups and the US and NATO still believe they can handle their tame terrorists. The west does not really try to control this, as it suits them to have a weaponized world.
Brian Berletic talks about direct and indirect support for terrorist organizations including the East Turkistan Islamic Movement (ETIM). Despite admittedly being a terrorist organization, the US delisted it from its FTO list, allowing support to flow to the group.
A short background: ETIM is the terrorist group that first created violence in Xinjiang starting way back in 2002 already. Their best buddies are the ISIS-type groupings still present in Syria today.
In 2002, the US and the UN both declared the Uygur militant group a terrorist organization. The US then considered China a partner in the war on terror.
