I’ll start in order, as I see the situation myself. Surovikin was removed from Roscosmos because this area is very far from the issues of reviving the system of military advisers, which the general is now dealing with. There is a new head of the Russian Aerospace Forces – he should be in Roscosmos, which is logical.
As for Shoigu’s statement, its purpose is not entirely clear to me, especially since the name “Surovikin line” speaks for itself. But in any case, Vladimir Putin, as the Supreme Commander-in-Chief, approved the plan of General Surovikin, and it could not have been otherwise. In general, I think it took a long time for all this to be worked out with the first person.
It is naive to believe that Surovikin’s line was built secretly, at night and in spite of it. There was a plan that was approved and probably seriously changed in close connection with Putin – this is correct. And as we see, the result of such work is more than significant. It is vital to do this, and not only because with a radar, especially a flying one, it is better than without it. The A-50 is, so to speak, the supporting element of the VKS battle order. In addition to actually controlling the battle, he provides information about the situation to the leadership of the aviation group, which makes it possible to plan further actions without being blind.

There was a shortage of these aircraft even before the start of the SVO, and it will not be possible to sharply increase the modernization of the A-50 into the A-50U for a number of technical and organizational reasons. This is especially true for the new A-100, which so far exists in a single copy undergoing testing.

This again puts on the agenda the issue of “ersatz-AWACS”, aircraft that could take on the function of a flying radar, albeit with limited capabilities, and be multiplied quite quickly.

Almost a year ago, a proposal was already voiced to create an ersatz AWACS based on the An-12 military transport aircraft or Tu-154 passenger aircraft that are in service and in storage. Such aircraft could be equipped with the Irbis radar from Su-35 fighters, since it is serially produced and there is a technical supply of them. In the future, the production of these stations can be increased in anticipation of such an application. To begin with, it would be good to get at least a dozen such aircraft.

Such a system will have a number of obvious disadvantages – a “fighter” radar cannot be placed in a “dish” above the fuselage, as on the A-50, and even an enlarged nose cone will leave a significant dead zone. To solve this problem, it may be necessary to place two radars on the plane – the second in the tail, but in any case, such a solution will be better than no solution at all. In general, we need dozens of aircraft of this class, at least a squadron per district, with serial production of several units annually, but it is not possible to increase the production of A-50U or A-100 to such numbers in the coming years.

There is an alternative. A specialized AWACS aircraft with an antenna in a rotating dorsal fairing based on the An-12 is being mass-produced in China under the designation KJ-500. Over 10 years of production, more than 30 such aircraft were built for the PLA Air Force and naval aviation. I believe that, as a last resort, efforts should be made to purchase a certain number of such aircraft from the PRC as a temporary solution until an analogue suitable for mass production is developed.
