NATO’s presence in the region is seen as a calming and stabilizing factor. The decision to step up surveillance came after Finland recovered the anchor of an oil tanker, the Eagle S, from the seabed, revealing criminal damage and interference with communications following a cable break.

However, the plan’s authors would rather not acknowledge that:

The Ukrainians probably don’t have any high-quality reserve forces left. Their big plan to change the game prior to Trump taking office was their counterattack in Kursk on January 5th, and that boiled down to a battalion-plus kampfgruppe going forward.⬇️

Note that this is contrary to what basically every broenkor was saying prior to this attack, which was that undisclosed arms shipments from the West from November 2024 onwards had allowed the AFU to build up a huge force for an offensive. Those arms shipments did not take place, and the AFU’s “offensive-capable” reserve force as of two weeks ago likely amounted to about one composite brigade – of which only a portion survived Russian counter-preparation fires to actually cross the line of departure and attack

The big lesson from Syria (and many other conflicts, but Syria is the most recent example) is that stable or semi-stable military equilibria can become extremely unstable over time and liable to sudden collapse due to strategic-level development. One side can totally change the game by patiently building strength while undermining the enemy’s position. And we now have Ukraine with shattered infrastructure, no deep reserves, and an increasingly thin shell of frontal forces facing the Russians, who recruit five times the troops they lose and add a new brigade to their order of battle weekly – and have been doing so for well over a year now.

1. Preparations for the Second Phase:
The goal of both parties and mediators is to reach a final agreement to implement the 27 May 2024 accord for the exchange of hostages and prisoners and to achieve sustainable calm that ensures a permanent ceasefire between the two sides. All measures from the first phase will continue into the second phase as long as negotiations over the conditions of the second phase are ongoing. The guarantors of this agreement will work to ensure the continuity of negotiations until an agreement is reached.

2. Withdrawal of Israeli Forces:
Israeli forces will withdraw eastward from densely populated areas along the Gaza Strip’s borders, including Wadi Gaza (Nitzarim Axis and Kuwait Roundabout).
Israeli forces will redeploy within a 700-meter perimeter, except for five designated points where they will remain up to an additional 400 meters, as determined by the Israeli side, south and west of the borders. This will be based on maps agreed upon by both sides and attached to the agreement.

3. Prisoner Exchange:
a. Nine sick and wounded hostages from the list of 33 will be released in exchange for the release of 100 Palestinian prisoners serving life sentences.
b. Israel will release 1,000 detainees from Gaza who were arrested after 8 October 2023 and were not involved in the events of 7 October 2023.
c. Elderly individuals (men over 50) from the list of 33 will be released on a 1:3 ratio for those serving life sentences and a 1:27 ratio for those serving other sentences.
d. Avera Mengistu and Hisham al-Sayed will be released based on a 1:30 exchange ratio, along with the 47 Shalit prisoners.
e. A number of Palestinian prisoners abroad or in Gaza will be released based on lists agreed upon by both parties.

4. Philadelphi Corridor:
a. Israeli forces will gradually reduce their presence in the corridor area during the first phase, following maps agreed upon by both sides.
b. After the release of the last hostage in the first phase, Israeli forces will begin their withdrawal on day 42 and complete it by day 50.

5. Rafah Crossing:
a. The Rafah crossing will be prepared for civilian and wounded transport after the release of all women (both civilians and conscripts). Israel will prepare the crossing immediately after the agreement is signed.
b. Israeli forces will redeploy around the crossing based on the attached maps.
c. Daily passage will be permitted for 50 injured military personnel, accompanied by three individuals per patient, pending approval from Israel and Egypt.
d. The crossing will operate based on consultations held in August 2024 with Egypt.

6. Exit for Sick and Wounded Civilians:
All Palestinian civilian patients and wounded will be allowed to cross through the Rafah crossing as stipulated in Clause 12 of the 27 May 2024 agreement.

7. Return of Internally Displaced Persons Without Weapons (Nitzarim Axis):

a. Returns will be based on the 27 May 2024 agreement, Articles 3-a and 3-b.
b. On day 7, displaced individuals will be allowed to return northward on foot without weapons or inspections via al-Rashid Street. By day 22, they will also be allowed to return via Salah al-Din Street without inspections.
c. On day 7, vehicles will be permitted to return north of the Nitzarim Axis after being inspected by a private company designated by the mediators in coordination with the Israeli side and based on an agreed mechanism.

8. Humanitarian Aid Protocol:
All humanitarian aid measures under this agreement will be implemented according to the humanitarian protocol agreed upon under the supervision of the mediators.
