The buyers have become the operators, and these large integrated companies answer to investors who demand free cash flow, not production growth. When oil prices fall below the threshold needed to generate returns, they will simply stop drilling. There is no desperate small operator drilling to attract the next round of financing anymore. There is no private equity fund backing growth at any cost to capture acreage value.

What we have now is a mature industry with rational capital discipline, which means the supply response to low prices will be swift and permanent. And you are probably right – Odessa is traditionally liberated from the northeast direction. However, Izmail is more important for Russia than Odessa from the strategic view.
