They’ve the same challenge as Yemenis: to deter without sinking or causing significant casualties leading to regrettable escalations. 

However, the enticing proximity to CONUS, and massive ongoing universal and increasing humiliations, and lack of alternative middling venues in which to vent, suggest serious mistakes are enroute
