“The Euro-Med Human Rights Monitor has obtained alarming details about a U.S.–Israeli plan—supported by several Western and Arab states and institutions—that aims to turn Gaza into a forced ghetto, a massive detention zone, and a site of land annexation and resource exploitation.
The plan includes building “container cities” in the so-called green zone, each designed to confine around 25,000 Palestinians within less than one square kilometer, under the pretext of preparing for the reconstruction of destroyed urban areas in the red zone.
The design of these proposed “cities” mirrors historical ghettos created by colonial and racist regimes to forcibly concentrate specific populations in sealed districts, preventing them from leaving for extended periods.
Inside these areas, a system of intensive surveillance and military administration would be imposed, creating a coercive environment defined by restricted movement and tight control over aid and basic services.
The proposed division of the Gaza Strip would, in practice, displace Palestinians from their original homes and fracture the social and geographic fabric of the population.
Euro-Med’s information indicates that engineering units involved in the plan have already begun drafting the designs for the first pilot “city” in Rafah, pending the necessary funding to begin implementation on the ground.
The plan entrenches an unlawful, long-term regime of domination—effectively annexing the land by force and imposing collective, illegal confinement on the civilian population.
According to the details obtained, more than half of Gaza’s territory would be turned into a closed military zone under full Israeli control.
The first phase divides Gaza into a 47% “red zone” holding the vast majority of civilians, and a 53% “green zone” under total Israeli military authority.
The plan aligns with broader Israeli efforts to impose full control over Gaza’s coastline, transforming it into a sealed corridor under direct security and economic domination, effectively enabling Israel to seize the Strip’s maritime resources.
Overall, these measures are designed to reengineer Gaza’s demographic structure and redraw its social and political landscape by isolating communities from one another and sorting the population along political and security lines.”
