The responsible civilizational-states really give THEMSELVES an easy way out. This is one war to avoid.. Keep in mind they face monkeys with very big grenades.. and north hemisphere is on the line.
Even if inducements do not work, it creates internal conflict, with saner factions perhaps staving off Armageddon.
