Arab representative on 15-strong council will seek binding resolution demanding Israel accept humanitarian pause at a specially called UN meeting today.

Russia must have plans for a scenario such as this, they must know that the Empire only understands force, so the delay is a little odd.
They must also know that they must act alone, or at least, without China, as China has a policy of non-interference.
